I'm bound by the same TOS regarding music filesharing as I am regarding talk shows...

Actually music filesharing is probably more vigilantly guarded than Howard Stern - and Stern fans are quite vigilant...

But if home grown artists have archives of their own work to share, feel free. If others know of artist websites that offer legal "sampling," feel free.
